Inspecteur technique au ministère de l’Agriculture, du Développement rural et des Productions vivrières, a affirmé que la mise en œuvre du Programme national de sécurisation du foncier rural (PNSFR), sur la période de 2023 à 2033, est évaluée à 620 milliards de Francs CFA, lors d’un atelier de renforcement de capacités des professionnels des médias sur ledit programme, le lundi 27 mai 2025 à Yamoussoukro.

M. Yéo a expliqué que le PNSFR a pour objectif général de sécuriser le foncier rural en vue de la réduction de la pauvreté en milieu rural, du renforcement de la cohésion sociale et de la gestion durable des ressources naturelles. Lequel programme s’inscrit dans la Stratégie nationale de sécurisation du foncier rural (SNSFR) censée définir le cheminement qui permettra de réaliser les objectifs de la politique foncière rurale, en application de la Déclaration de politique foncière rurale (DPFR).

Quatre axes stratégiques sous-tendent désormais la SNSFR après la réorganisation des cinq orientations de la DPFR. Il s’agit de la massification de l’accélération des opérations de sécurisation foncière, du renforcement de la gouvernance du foncier rural, de l’intensification des campagnes de communication et de formation et enfin, du financement adéquat de la politique foncière rurale.

Au terme de la période échéance, a précisé M. Yéo, le gouvernement, par le biais de l’ Agence foncière rurale (AFOR), s’attend à une superficie de de 23 millions de terres rurales certifiées, la délivrance de 1,5 million de certificats fonciers, l’enregistrement de 1,5 million de contrats agraires.

Le PNSFR est co-financé par l’État de Côte d’Ivoire et les partenaires techniques et financiers. Aussi, sur la période 2024-2030, quatre projets, dont trois connaissent un début d’exécution, permettront de certifier 6,245 millions d’hectares sur une cible de 23 millions, soit 30% des terres rurales certifiées, de boucler et borner le territoire de 1860 villages pour atteindre 7211 villages sur une cible de 8563, soit 84,21% des villages officiels de Côte d’Ivoire et de formaliser 308 500 contrats agraires pour passer à 366 930 contrats sur un potentiel de 1,5 million, soit 24,46% des contrats agraires attendus.

L’atelier organisé par l’AFOR, créée par un décret du 03 août 2016, pour mettre en œuvre la loi de décembre 1998 sur le domaine foncier rural, a réuni une soixantaine de journalistes ivoiriens.
